WTO: Questions mount over integrity of “Minister-Facilitator”
list for MC14 Geneva, 24 Feb (D. Ravi Kanth) — The Director-General of the World Trade Organisation on 23 February made changes to her earlier roaster of “Minister-Facilitators” after inducting Pakistan’s federal minister, Dr Syed Tauqir Shah, to oversee negotiations on agriculture at the WTO’s 14th ministerial conference (MC14), to be held in Yaounde, Cameroon, from 26 to 29 March 2026, said people familiar with the development. Earlier, she had appointed the head of the Philippine Department of Agriculture, Mr Fancisco Tiu-Laurel as the Minister-Facilitator for agriculture. Although the DG, Ms Ngozi Okonjo-Iweala, argued that the change was carried out because of “additional feedback” on the list of “Minister-Facilitators”, the real reason for appointing Pakistan’s federal minister could be due to some inexplicable factors, including pressure being exerted behind the scenes, said several trade envoys, who asked not to be quoted. The envoys who spoke to SUNS suggested that in deciding on the Minister-Facilitators, the DG has seemingly usurped the role of the General Council chair, who is the ultimate head of the WTO during the biennial ministerial conferences. More importantly, the DG’s latest list of Minister-Facilitators on WTO reform appears to look like a proverbial eyesore, as MC14 is being staged only for reform while all other unresolved mandated issues are likely to be buried once and for all on African soil, said several trade envoys who asked not to be quoted. The asymmetrical nature of MC14 being framed as a “Reform Ministerial” will also end the multilateral character of the WTO, to be transformed into a plurilateral trade organization, said some trade envoys, who preferred anonymity. Also, the DG’s roaster of Minister-Facilitators, which is packed with ministers from the middle-income countries, known as the “Friends of the System”, such as Norway, Singapore, New Zealand, and the United Kingdom among others, has raised serious questions of the integrity and credibility of the MC14 ministerial process, as all these countries are allegedly strong proponents of the conclusions framed by the controversial facilitator, Ambassador Petter Olberg from Norway, said trade envoys, who asked not to be quoted. In her latest email to trade envoys on 23 February, the DG wrote: “Following to my letter dated 19 February 2026, I received additional feedback on the list of Minister Facilitators. Based on discussions with Ambassadors of delegations with Minister Facilitator roles”: 1. Dr Syed Tauqir Hussain Shah, Pakistan’s federal minister, will now be the Minister-Facilitator on Agriculture. 2. The Philippine Secretary of Agriculture, Mr Francisco Tiu-Laurel, who is also the Vice Chairperson of the Fourteenth WTO ministerial conference, will now be the Minister-Facilitator on Fisheries Subsidies. 3. Korea’s trade minister, Dr Han-Koo Yeo, “will now be one of the Minister-Facilitators on WTO Reform.” 4. Nigeria’s Industry and Trade Minister, Dr Jumoke Oduwole, will be Minister-Facilitator on the Investment Facilitation for Development Agreement together with Mr Dwight Fitzgerald Bramble, the foreign and trade minister of Saint Vincent and Grenadines. The roaster of six “Minister-Facilitators” from the so-called “Friends of the System” group are as follows: * Norway’s foreign affairs minister, Mr Espen Barth Eide, will be the coordinator for the reform negotiations. * New Zealand’s minister of several portfolios, Mr Todd McClay, who is also the Vice-Chairman of MC14, will be a Minster-Facilitator for the reform discussions. * Korea’s trade minister, Dr Han-Koo Yeo, will be another Minister-Facilitator for the reform discussions. * The United Kingdom’s minister of state for trade, Sir Chris Bryant, is also a Minister-Facilitator for the reform discussions. * Singapore’s Minister-in-Charge for trade relations and sustainability and environment, Dr Grace Fu, is going to be another Minister-Facilitator for the reform discussions. * Costa Rica’s foreign trade minister, Mr Manuel Tovar Rivera, will also be a Minister-Facilitator for the reform discussions. For the E-commerce Work Programme and Moratorium, the DG appointed Jamaica’s minister of foreign affairs and trade, Ms Kamina Johnson Smith, as Minister-Facilitator. And last but not least, the host and chairperson of MC14 from Cameroon, Mr Luc Magloire Mbarga Atangana, is being appointed as Minister-Facilitator for “Development including LDC Issues.” In short, the rather skewed roster of names in favour of WTO reform could drown MC14 in unbridgeable differences and a likely disaster, warned a trade envoy, who asked not to be quoted.+
