Info Service on Sustainable Agriculture Joint Implementation of UNDROP and ITPGRFA Essential for Realization of Peasants’ Rights A recently published briefing paper explains how the United Nations Declaration on the Rights of Peasants and Other People Working in Rural Areas (UNDROP) complements the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) and how their joint implementation is essential for the realization of farmers’ and peasants’ rights. UNDROP established the right to seeds as a human right to be respected, protected and fulfilled at the international, regional and national levels. It has defined more precisely the role of UN agencies, including FAO, in promoting and protecting human rights. The paper demonstrates that UNDROP: 1) reaffirms as well as further elaborates on the scope of peasants’ right to seeds and related State obligations; 2) firmly positions peasants’ rights, including their right to seeds, as human rights that take precedence over other legal norms; 3) brings to bear accountability mechanisms linked with defining peasants’ rights as human rights guarantees; and 4) clearly defines the role and obligations of UN agencies. This paper is a collective effort by a broad panel of renowned experts. It is the first of its kind that addresses the interface between the ITPGRFA’s Article 9 and UNDROP’s Article 19 on the right to seeds. It concludes that it would be highly beneficial to increase cooperation between FAO and the International Treaty Secretariat, on the one hand, and UN human rights bodies, on the other, to promote and facilitate the implementation of the International Treaty in line with international human rights instruments, such as the ICESCR, CEDAW, UNDRIP and UNDROP.
