EU to restrict Brazilian beef and animal imports over antimicrobial use rules from September 2026

The European Commission has confirmed that Brazilian beef and other animal products will be banned from the European Union from 3 September 2026 unless Brazil complies with EU rules on antimicrobial use in food-producing animals.

Brazil has been excluded from the EU’s updated list of third countries authorised to export animal products. Exports of bovine meat and other commodities including poultry, eggs, aquaculture products and honey will not be permitted unless compliance is demonstrated.

Under EU rules introduced in 2022, antimicrobials may not be used to promote growth or increase production in livestock, and antibiotics reserved for human medicine are restricted from use in animal production. The measures form part of the EU’s “One Health” approach to antimicrobial resistance (AMR).

Imports of animal products will be required to meet these standards from September 2026, with authorisation limited to countries providing assurances of compliance across the production chain.

The Commission said it has been engaging with Brazilian authorities on the issue and will continue contact to work towards compliance. It added that Brazil must ensure compliance with EU requirements in order to be included on the list of authorised exporting countries, and that authorisation to export would be granted once compliance is demonstrated.

The Irish Farmers’ Association welcomed the decision, describing it as an “important first step” in addressing antimicrobial resistance risks linked to imported beef. It said the use of antibiotics in beef farming was also a key issue in opposition to the EU–Mercosur trade agreement, which entered into provisional application on 1 May.
