New briefing paper on loss and damage

The issue of loss and damage arising from the impacts of climate change is one of the key areas covered by the multilateral regime of the UN Framework Convention on Climate Change (UNFCCC) and its Paris Agreement. Among other measures, country Parties to the UNFCCC have established new funding arrangements, including a fund, for assisting developing countries in responding to loss and damage.

A new Briefing Paper published by the Third World Network charts the evolution of the loss and damage issue in the UN climate negotiations and, in particular, looks at how the Loss and Damage Fund came to be set up and what lies ahead. Following its establishment, the focus now is on getting the Fund up and running based on modalities to be agreed at the UN climate conference taking place in Dubai this December. A successful outcome on the Fund in Dubai will be of great benefit to developing countries by providing them with potentially a new source of financial support to address loss and damage.
